The balance or imbalance of the factors of weather, terrain and fuels dictate the fire hazard for any area. As a result Southern California has been declared a disaster area. La Jolla California is part of the danger area.
Some 250,000 San Diego County residents are being evacuated as a result of the wildfires that are straining the resources of Southern California firefighters. There are more than a dozen wildfires stretching from north of Los Angeles to the Mexican border.
These fires are hampered by the strong desert winds - Santa Ana winds.
